Sir,
With reference to the letter,dated 14th
April, from Lord Willingdon to me, copy of which was attached to my recent despatch of the 23rd April, I have the honour to enclose copy of a letter which I wrote to Lord Willingdon on the 12th May, and in which I made it clear that I had
never expressed the opinion that his delegation should not
visit nong Kong, but that on the contrary this Government has always considered that his delegation, while ignoring Canton until the anti-British boycott has been ended, ought
to visit Hong Kong as soon as possible.

Lord Willingdon telegraphed to me on the 30th April:- "Delegation has adjourned for a fortnight. My wife and I leave Shanghai Hay 3rd by Empress of Canada on round trip Manila and back. We arrive Hong Kong noon Kay 5th. Lay we spend day with you?" I replied by telegram that Lord and Lady Willingdon would be very welcome. They arrived
in Hong Kong at dawn on the 6th May and left for Manila on
the afternoon of the same day. They returned to Hong Kong from Manila at dawn on the 11th Lay and left for Shanghai
at noon today. During their stay in Hong Kong on each
accasion they were my guests; and Lord Willingdon saw 2.8
